Static HTML wins here almost by default — pages are pre-built and served directly, with no database calls or plugin overhead. WordPress can be optimized with caching and CDNs, but it's fighting against its own architecture to get close to what HTML does naturally.

This is where WordPress has a real advantage. Its editor lets non-technical staff publish blog posts, update pages, and manage media without touching code. A static site typically needs a developer (or an agency) to make content changes, unless it's paired with a lightweight content workflow.
